Henry has often struggled in finding a balance between order and his own impulses. He has always had a reverence and respect for structure, institutions and tries to strive for a sense of collective fairness, which has often landed him in roles involving governance and law enforcement.
Henry views rules and procedures as useful tools, primarily useful for maintaining stability and protecting others. Morally, Henry tends to justify questionable actions as compromises that are needed to ensure a greater good, even though he is aware of the potential ethical issues involved. As he has aged, less of this nature shines through; he instead places trust in the institution he left in his stead to take care of society, though he continues to try to aid others where he is able.

The Great Sandwich Debate was a four-hour parliamentary debate held during a weekly session of the 2nd Parliament of Orlan. The debate was between the Prime Minister, backed by members of the government bench, and members of the honourable parliamentary opposition. The subject of the debacle was establishing a definition for what does and what does not legally constitute a sandwich.

The government bench argued for a strict definition of the term, while the opposition pushed for a broad, loose, and unfounded concept. Various hypothetical examples including wraps, salads, and bread-adjacent foods were discussed at length.
Outcome
No agreement was ever reached. The Speaker was forced to conclude the debate due to exhaustion experienced by members of the house and gallery. The subject was furthermore barred from further parliamentary discussions and referred to the Royal Genie for resolution.
