As an enforcer of DEW, Vulmar was seen as the most active in hunting for The Figh, even if Kara didn't know that was his goal at first. He worked to track down “Pirates” and other smugglers and bandits while collecting information on potential members of the Figh that were known to have made landfall in Kara before The Determiner’s arrival.
